Aid to Palestine inspired by Fridtjof Nansen

  1. After decades of occupation, and following years of war, blockade, and large-scale destruction, Palestine—particularly Gaza—faces a humanitarian catastrophe of historic proportions. Entire neighbourhoods have been erased, public infrastructure destroyed, and millions of civilians deprived of housing, clean water, healthcare, and security.
  2. The international community has failed to act decisively. Expressions of concern without concrete action have allowed the crisis to deepen. As socialist youth, we reject this inaction.
  3. In response to Russia’s full-scale invasion of Ukraine, Norway established the Nansen Support Programme—a long-term, multi-year framework committing extraordinary levels of financial support for humanitarian aid, reconstruction, civilian infrastructure, and state resilience. The Nansen Programme demonstrated that when political will exists, states can move beyond short-term emergency aid and deliver predictable, large-scale, and sustained solidarity in response to war and destruction.
  4. Inspired by this model of international responsibility, we call for the establishment of a Nansen Package for Palestine—a comprehensive, long-term international commitment to reconstruction, justice, and peace.

IUSY therefore demand that:

  1. A Nansen Package for Palestine is established as a large-scale, multi-year international initiative for the reconstruction of Gaza and support for Palestinian society.
  2. All social democratic parties and governments worldwide commit to advancing similar long-term, extraordinary aid frameworks for Palestine, following the example set by Norway’s Nansen Programme.
  3. States take a leading role in funding and coordinating the reconstruction of homes, schools, hospitals, water systems, and critical civilian infrastructure.
  4. Humanitarian aid and reconstruction efforts are delivered directly to civilians, without Israeli control or interference.
  5. An immediate and permanent ceasefire is respected as a prerequisite for reconstruction, humanitarian access, and the protection of civilian life.
  6. Reconstruction efforts are combined with political pressure for a just and lasting peace, including an end to the occupation and the realization of a two-state solution in line with international law and relevant UN resolutions.
  7. International support prioritises Palestinian self-determination, dignity, and democratic ownership of reconstruction processes.
