For a Regional Migration Policy Based on Human Rights, Social Justice, and Cooperation in America

1. The International Union of Socialist Youth (IUSY) reaffirms its commitment to the defense of human rights, human dignity, and solidarity-based internationalism, recognizing migration in America as a structural phenomenon linked to inequality, violence, political instability, and the climate crisis.
2. From a progressive perspective, we maintain that migration must not be treated as a security issue, but rather as a regional challenge of development and social justice that requires cooperative, comprehensive, and people-centered responses.
3. This resolution recognizes that migration in the region is driven by structural causes such as poverty, labor precariousness, concentration of wealth, violence, political persecution under authoritarian and dictatorial regimes, and the impacts of climate change; that restrictive and securitized migration policies do not stop migration but instead increase vulnerability, criminalization, and human rights violations; and that migration flows are increasingly diverse, including economic migrants, refugees, asylum seekers, and persons forcibly displaced both by climate change and political repression—thus requiring comprehensive, coordinated responses centered on human dignity.

Therefore, this resolution:

4. Reaffirms the human right to migrate, to seek asylum, and to freedom of movement, as well as the principle of non-refoulement and the obligation of States to protect the life, integrity, and dignity of all migrants.
5. Rejects discriminatory, xenophobic, and criminalizing migration policies that violate human rights and foster social exclusion.
6. Calls on States in the region to strengthen regional and multilateral cooperation under the principle of shared responsibility among countries of origin, transit, and destination.
7. Promotes social, labor, and educational integration policies that combat xenophobia and strengthen social cohesion.
8. Urges governments to address the structural causes of migration through inclusive development policies, decent work, social justice, and climate action.
