PRIORITISE CLIMATE JUSTICE & FAIR ADAPTATION FUNDING IN THE GLOBAL AGENDA TOWARDS COP30

1. The climate crisis is not a distant threat — it is already uprooting lives, destroying homes, and deepening inequality across the Global South. From floods in Malaysia and Pakistan, to droughts across Africa, to sinking coastlines in Southeast Asia and Pacific Island states, the working class and frontline communities carry the heaviest burden of a climate emergency they did not create.
2. Nations of the Global South, including ASEAN member states, are disproportionately vulnerable to climate disasters due to historical exploitation, economic extraction, and carbon-intensive development driven by industrialised nations. Despite this reality, adaptation funding remains severely inadequate. The promise of climate finance has been repeatedly delayed, diluted, and politicised — denying communities the resources they need to survive and thrive in a warming world.
3. In 2024, youth movements, civil society, indigenous groups, and social democratic organisations worldwide strengthened their collective demand for a just and equitable climate order. The rising call for climate reparations, loss-and-damage financing, and democratic access to adaptation resources reflects a global awakening rooted in fairness, human dignity, and solidarity.
4. It is imperative that adaptation financing, not corporate-controlled mitigation mechanisms, stands at the centre of the global climate agenda. Climate adaptation is not charity. It is justice. It is a right. It is the repayment of an ecological debt owed to vulnerable nations and peoples long exploited by extractive systems and colonial-era power imbalances.
5. Inspired by the spirit of international solidarity and people-centered climate action, DAPSY stands with youth and grassroots movements worldwide in demanding climate justice for all.

Therefore, we urge the International Union of Socialist Youth (IUSY):

6. To support the creation and expansion of a Global Youth Climate Adaptation & Justice Network, uniting youth, grassroots organisations, civil society, labour groups, and frontline communities to mobilise for equitable climate action toward COP30 and beyond.
7. To call for just, transparent, and needs-based climate adaptation financing, prioritising vulnerable communities and Global South nations — free from corporate influence, geopolitical coercion, and debt-creating mechanisms.
8. To emphasise the importance of the international rules-based climate framework, including the Paris Agreement and Loss & Damage Fund, and call upon developed nations to honour historical responsibilities through real, timely, and unconditional financial commitments.
9. To raise global awareness on the struggles and resilience of climate-affected communities, including indigenous peoples, small island nations, youth, and working-class populations, while promoting peaceful, people-powered, and rights-based climate action.
10. To advocate for a fair, inclusive, and democratic climate transition, ensuring universal access to adaptation resources, green public infrastructure, food security, just transition pathways, and socio-economic protection for affected workers and communities.
11. Climate justice is a collective struggle, and the future will only belong to the people if we stand together. Let us build a movement rooted in solidarity, equity, and global cooperation — where no nation is left behind and no community is sacrificed in the name of profit.
