Resolution in Defense of International Law, Democracy and Multilateralism

1. We note that the world is experiencing a moment of profound political and institutional tension, marked by the rise of authoritarian, populist, and unilateralist discourses that call into question the basic principles of international coexistence built after the Second World War.
2. In just the first weeks of 2026, the United States of America has begun a military escalation that breaks all principles of international law, with the invasion of Venezuela, the constant threats to the sovereignty of Greenland and Colombia, and the intention to also act against the regime of the ayatollahs in Iran.
3. These actions, which had already partially begun with intentions to create luxury complexes in Gaza, are proof of a dangerous imperialism and ultra-capitalism in their maximum expression, which calls into question the integrity of the nations of the world and materializes, among other things, in the veto power of certain powers in the United Nations Security Council.
4. As an organization, we are firmly committed to ensuring that both Venezuela and Iran, as well as the rest of the countries of the world, become full democracies in which human rights are respected, and especially the rights of women. But we want this to happen within the framework of international law and while guaranteeing sovereignty as represented by the citizenry of these countries as a whole.
5. We denounce that the use of bellicism, military threats, external interventions, and policies of force—especially when carried out outside international law and multilateral bodies—have devastating long-term consequences for civilian populations. We also denounce practices that, from positions of global power, disregard international law, the sovereignty of peoples, and multilateral mechanisms, promoting interventions, sanctions, or unilateral recognitions outside the United Nations and international consensus.
6. We denounce the use of disinformation, media manipulation, and so-called hybrid wars as instruments to erode democracy, legitimize bellicism, and justify violations of international law, especially when these practices directly impact youth and the most vulnerable sectors of society.

For this reason, we reaffirm our firm commitment to:

7. The defense of democracy as a system based on popular will, respect for human rights, and the rule of law.
8. International law as an essential tool to guarantee peace, cooperation, and the peaceful resolution of conflicts.
9. Multilateralism and the central role of legitimate international bodies such as the United Nations.
10. The world needs to return to these major international consensuses based on common rules. We warn of the danger of normalizing leaderships that use force, economic pressure, or institutional delegitimization as political instruments, as these practices erode global democracy and generate instability, inequality, and suffering among the most vulnerable populations.
11. We uphold that no political, social, or economic crisis can justify the violation of international law or the imposition of external solutions that do not respect the sovereignty of peoples or their democratic processes.
12. We advocate for political dialogue, international mediation, and negotiated solutions as the only legitimate and sustainable way to address conflicts, always placing rights, dignity, and the well-being of people at the center.
13. We warn that the normalization of bellicism and contempt for international law erodes democracy on a global scale and fuels the rise of authoritarianism and the far right around the world.

For all these reasons, the International Union of Socialist Youth (IUSY) commit to:

14. Actively defending peace, democracy, and human rights in all political and institutional spaces.
15. Raising our voice against any attack on international law and democracy, regardless of where it comes from.
16. Promoting a political culture based on peace, cooperation, and global justice.
17. Committing to continue building a strong European Union, with a coherent and common foreign and defense policy, that serves as a beacon of rights, democracy, and care for its citizens.
18. Working, within our scope, for a more just, democratic, and solidarity-based international order.
19. A commitment to promote training and awareness-raising actions among youth on international law, a culture of peace, and the detection of disinformation.
