Resolution on the Eradication of Gender-Based Violence and Femicides in America

1. Gender-based violence and femicides constitute one of the most serious and systematic violations of human rights in America. Our region continues to record alarming numbers of murders of women based on gender, as well as multiple forms of physical, sexual, psychological, economic, and political violence that disproportionately affect women and girls.
2. This violence is not an isolated or temporary phenomenon, but rather the result of deeply rooted patriarchal structures, unequal economic systems, high levels of institutional impunity, and the absence of comprehensive, sustained, and gender-responsive public policies.

Considering that:

3. Gender-based violence and femicides constitute a grave and systematic violation of human rights, disproportionately affecting women, girls, and people of diverse sexual orientations and gender identities in America.
4. America is one of the regions with the highest levels of femicidal violence worldwide, recording at least 3,828 femicides in 2024, which demonstrates the persistence of this structural crisis.
5. The majority of femicides occur in contexts of prior violence, primarily within the domestic sphere, reflecting serious failures in State prevention, protection, and early response mechanisms.
6. Impunity and the lack of effective access to justice, compounded by the absence of a gender perspective within institutions, perpetuate violence and revictimize those affected.
7. Young women and LGBTIQ+ persons, as well as Indigenous, Afro-descendant, rural, and migrant women, face heightened risks due to multiple and intersecting forms of discrimination.
8. IUSY has reaffirmed its political commitment to the eradication of gender-based violence, recognizing it as a central priority for socialist youth at the international level.

Resolves:

9. To recognize gender-based violence and femicides as a structural and regional crisis in Latin America, constituting a grave violation of human rights and an obstacle to democracy, social justice, and substantive equality.
10. To categorically condemn all forms of sexist violence, including femicides, as well as sexual, psychological, economic, political, and institutional violence exercised against women and people of diverse sexual orientations and gender identities.
11. To demand that States in the region strengthen and effectively implement legal frameworks, public policies, and institutional mechanisms with a gender perspective, equipped with sufficient budgets, for the prevention, protection, punishment, and eradication of gender-based violence.
12. To denounce structural impunity and deficiencies within justice systems that perpetuate violence, revictimize affected persons, and deny access to truth, justice, and comprehensive reparation.
13. To reaffirm the feminist, socialist, and intersectional commitment of IUSY, recognizing that the eradication of gender-based violence is inseparable from the struggle against economic, social, racial, and gender inequalities in America.
14. To establish greater sensitivity among investigative authorities, particularly in police press work, ensuring that initial reports and further communication do not contribute to trivializing femicides.
15. To abolish fees in all women's shelters and state coverage of costs for all residents.
16. Gender-based violence and femicides in America and worldwide represent a structural crisis that demands urgent and transformative political responses. The figures faced by the region reveal not only the magnitude of the problem, but also the persistent failures of States to guarantee the lives, safety, and rights of women and people of diverse sexual orientations and gender identities.
17. From the International Union of Socialist Youth (IUSY), we reaffirm our commitment to advancing a global feminist agenda that combats impunity, strengthens prevention, and places the eradication of sexist violence as a political priority. As socialist youth, we assume the responsibility to transform the structures that reproduce inequality and to build societies free from violence, where the life and dignity of all people are fully respected.
