Resolution on the Urgent Adoption of E-Governance as a Tool to Combat Corruption inLebanon

In February 2025, the Progressive Youth Organization launched, in the
presence of the President of the Progressive Socialist Party, a political
document addressing political and youth-related issues, in which it
emphasized e-governance as a central reform for building a fair,
accountable, and socially just state.
Lebanon’s crisis is not only economic but structural, reflecting the collapse
of public institutions under corruption, clientelism, and unequal access to
power and resources. These practices stand in direct contradiction to
socialist principles, which uphold equality before the law, the protection of
the public good, and the responsibility of the state to serve all citizens
without discrimination.
E-governance represents a modern expression of socialist values in public
administration. By eliminating discretionary power, limiting personal
mediation,andmakingprocedurestransparentandtraceable,e-
governance dismantles clientelist networks that benefit the few at the
expense of the many. It guarantees equal access to public services,
protects social rights, and restores the role of the state as a fair regulator
rather than a gatekeeper of privileges.
This resolution demands the immediate adoption of a binding national e-
governance framework applicable to all ministries, public institutions,
and municipalities, ensuring the full digitization of public services,
administrative procedures, and public procurement in the interest of
equality and social justice. It further demands the public disclosure of all
tenders, contracts, budgets, and expenditures through unified digital
platforms, affirming the socialist principle that public resources belong to
the people and must be managed in full transparency.
It also demands the establishment of secure digital identity systems,
strong cybersecurity safeguards, and independent oversight mechanisms
to protect citizens’ data while enforcing accountability and collective
responsibility. Municipalities must be empowered to implement e-
governance as a tool for participatory governance, local development, and
the democratization of decision-making.
ISUY calls on all countries that have successfully implemented e-
governance to support Lebanon by sharing their expertise and transferring
their institutional experience. E-governance must be measured by its
impact on people’s lives: the reduction of corruption, the dismantling of
patronage, equal access to services, and the strengthening of public trust.
From a socialist perspective, this reform is not optional but essential to
rebuilding a state that serves society rather than entrenched interests. E-
governance is not a technical upgrade but a political choice. For Lebanon
to move toward social justice and institutional renewal, e-governance
must be adopted now as a non-negotiable socialist reform.
