Global Development Aid and International Solidarity

1. The world is facing overlapping crises of inequality, climate breakdown, armed conflict, and humanitarian collapse. These crises are not accidental, but the result of historical exploitation, unequal global power structures, and political choices that prioritize profit over human dignity.
2. As socialist youth movements, we believe that international solidarity must be translated into concrete political commitments. Development aid is not charity—it is a matter of justice, responsibility, and redistribution of global wealth.

IUSY therefore demand that:

3. All high-income countries commit to allocating at least 1% of Gross National Income (GNI) to development assistance directed to the Global South.
4. The current international target of 0.7% of GNI is insufficient to meet today’s humanitarian, developmental, and climate-related challenges.
5. Development aid must be predictable, long-term, and binding, enabling sustainable development rather than short-term crisis management.
6. Aid must be new and additional, and must not be undermined by domestic spending, military objectives, or geopolitical interests.
7. Climate finance must be separated from traditional development aid and scaled up in parallel, ensuring that climate measures do not come at the expense of poverty reduction and humanitarian assistance.
8. Development aid must be civilian-focused, rights-based, and locally led, strengthening public services, democratic institutions, and social protection systems.
9. Wealthy countries must recognise their historical responsibility for global inequality, environmental destruction, and resource extraction.
10. A global 1% commitment would strengthen peace, stability, and multilateral cooperation, and reduce the root causes of conflict, forced displacement, and inequality.
